Unidentified round objects

I found 2 flat round plastic objects, there seems to be a piece of metal in the middle of each object.

                                                      2 Unidentified "Folly" objects
 

Do you know what they are?

Mr Bechet thinks it's the wheel's of an old vintage toy, the metal in the middle is the remains of the axle.

Found this online, check out the wheels, but not exactly.
